WHS Guideline for the public sector

This guideline supports agencies to develop, implement and maintain safety management systems (SMS) that align to the International Standard for Occupational Health and Safety management systems (ISO 45001:20018) which has been adopted as the work health and safety (WHS) standard for the public sector.

The guideline consolidates systems and resources specific to the SA public sector that:

  • impose requirements on the sector relevant to how the standard is met, or
  • support agencies or workers to meet the requirements of the standard.

Safety Management System assurance

The Audit and Verification System (AVS) is an independent process that provides assurance to chief executives and ReturntoWorkSA that safety management systems are in place and operating effectively to manage risk and improve safety practice and outcomes across the public sector.

The AVS requires that public sector agencies demonstrate:

  • alignment between work health and safety performance and agency business objectives and outcomes
  • effective safety management systems that continuously improve
  • risk management strategies relevant to an agency’s risk profile.
